A three-phased approach to reopening the state has been initiated and it includes guidance on the steps that can safely be taken to reinitiate film production in major cities such as Philadelphia, Pittsburgh, and similar locales. 

The reopening plan requires:

● A phased reopening that limits the potential risk of COVID-19 spread while slowly easing restrictions in three steps.

● Reiterating and reinforcing safety and guidance for the businesses, workers, and individuals and families involved.

● Continued monitoring of public health indicators to ensure safety.

The Pittsburgh Film Office outlines procedures that should be used to ensure a safe working environment on a film set while encouraging production tasks to continue to move forward and advance media production projects. Many of the safety practices and protocols employed by the Pittsburgh Film Office come at the recommendation of various Guilds, Unions, Companies, and Studios in connection with the CDC and other government agencies that are closely monitoring COVID-19.

During the phased reopening of Pennsylvania, no filming is to take place during phase one, the “red” phase. Upon entering into Phase 2, the “yellow” phase.

Filming is allowed under the following guidelines:

● Workers remain in a telecommute capacity unless they are essential to the production.

● On the film set, workers must follow business and building safety measures. 

● Masks are required when in groups and where social distancing of six feet or more cannot be maintained.

● Frequent hand washing is required and sanitization stations should be provided to encourage healthy hands.

● Group gatherings should be limited.
